East to Xidong Avenue, south to Xihu Road - Jiaoxi Road - Jiaoyang Middle Road - Jin'an Road - Anguo Road, west to Yadangwei, north to Shuangjing River.The planned area is about 16 square kilometers.

2. Planning background

In order to implement the guiding opinions of the General Office of the State Council on promoting the development of tourism in the whole region, the opinions of the General Office of the Provincial Government on promoting the development of tourist resorts, and the opinions of the Party Group of the Jiangsu Provincial Department of Natural Resources on the implementation of the rural revitalization strategy, effectively guide Wuxi, Jiangsu Province. The city's Cuipingshan Tourist Resort (hereinafter referred to as the "Resort") will be better and better constructed, innovate the development model of the tourist resort, and promote the comprehensive coordination between the resort and surrounding areas in terms of resource protection, transportation organization, tourism services, and landscape shaping. Planning period: 2019-2035, of which the recent period is 2019-2025.

5. Development goals

Based on the concept of "integrating the city and travel, and sharing resources between the host and guests", it features the mountain and agricultural cultural tourism. It combines its function of vacation with that of recuperation, which realizes the industrial integration of "agriculture, culture, plus tourism". Relying on the construction of provincial-level tourist resorts, the Cuipingshan Tourist Resort will be built into a large-scale country park in Xidong and also mountain sports theme resort in the Yangtze River Delta.

6. Capacity and scale

It is predicted that the resort will receive 1.5 million tourists per year in 2025, with an average of 4,100 tourists per day, including 600,000 overnight tourists per year.

In 2035, it is predicted that the resort will receive 3 million tourists a year, with an average of 8,200 tourists per day, including 1.5 million overnight tourists per year.

Land Scale: The area of land for construction is about 447.14 hectares, accounting for about 27.08% of the total area. Among which, urban construction land is about 325.54 hectares, accounting for about 19.72% of the total area, and village construction land is about 35.19 hectares, accounting for about 2.13% of the total area; regional traffic facilities construction land is about 50.39 hectares, accounting for about 3.05% of the total area, and other construction land is about 36.02 hectares, accounting for about 2.18% of the total area.

7. Spatial structure

The overall spatial structure of "one center and three barriers" is formed.

"One Center": Located on the north side of the intersection of Houshan North Road and Xihu Road, the center serves as the comprehensive service center and transfer center of the tourist resort.

"Three barriers": agricultural sightseeing belt, sports experience belt, business travel and vacation belt.

8. Landscape system:

Generally speaking, it offers an opportunity for experiencing picturesque mountain and forest and forms a landscape pattern of "one town, three mountains, five lakes and ten scenes".

One town: Anzhen (“zhen” means “town” in Chinese)

Three Mountains: The resort has three natural mountains, namely Houshan, Jiaoshan and Cuipingshan, it creates unique landscape features.

Five lakes: Jiaohu Lake, Fenghu Lake, Guihu Lake, Bihu Lake and Anhu Lake

Ten Scenic Spots: Breeze in Flower Sea, Fairy Valley for Nourishment, Cube Base, Praying for Blessing in Yongle Temple, Zhaqiao Water Street, Spring Dawn in Bihu Lake, Scenery Exploration in Xilin, Guipo Huaxi, Shima Wendao, and Manyuan Jincui.

9. Tourism and vacation industry:

Based on the concept of "integrating city and tourism, and sharing resources between host and guest", the base is identified as a "country park-type tourist resort".

The resort is characteristic of mountains and three themes – "agriculture", "culture" and "travel". It focuses on the unique rural ecological features while also cultivates the function of vacation and recuperation. Also, it will create a one-stop tourist resort featuring mountain viewing and sports with the scenic advantages as its support. Therefore “Dynamic Cuipingshan Tourist Resort” become the resort’s theme image.

10. Transportation:

The guiding role of public transportation is given full play, and the coordination between transportation and land use is strengthened. Different transportation modes are organically connected to support the sustainable development of the area, and create a green, smooth, safe and orderly transportation environment.

(1) Construct a road network system with clear functions and distinct layers. Lay focus on improving the sub-branch road network to meet the requirements of sustainable development.

(2) Adhere to the policy of priority development of public transport, implement the concept of public transport-led development, and rationally arrange bus stations.

(3) Implement the concept of parking regulation, strengthen the implementation of auxiliary parking, rationally arrange public parking facilities, and guide the rational use of cars.

(4) Attach importance to slow traffic, promote green development, and establish a comfortable and pleasant slow traffic environment.
