About further upgrading “Wuxi Health QR Code" and Promoting “Jiangsu Health QR Code” to Improve the Level of Precise Epidemic Prevention and Control

To better adopt science-based and targeted control measures, health code is applied to ensure precise management. According to requirements of the leading group for the epidemic prevention and control infection in Jiangsu Province, here’s the announcement on upgrading “Wuxi Health QR Code" and promoting “Jiangsu Health QR Code” during the period of epidemic prevention and control:

The Upgrade of “Wuxi Health QR Code”

Since the date of this announcement, the upgraded version of "Wuxi Health QR Code" sets three risk levels of red (high risk), yellow (medium risk) and green (low risk). In other words, the yellow code is newly added. Also, graded epidemic prevention and control along with dynamic adjustment need to be carried out.

(1) Judgment Standard

1. Persons labeled with “red code” if there is one of the following situations:

(1) Confirmed, suspected, and asymptomatic infected cases in isolated treatment at designated medical institutions;

(2) Close contacts of confirmed and suspected cases and asymptomatic infected ones in medical observation;

(3) Chinese and foreigners who come (return) to Wuxi from key regions in epidemic prevention and control overseas and regions and those who have traveled to or stayed in those countries or regions within 14 days;

(4) People who have come from high-risk areas in China or have travel or living history in high-risk areas;

(5) Others who need to be labeled as “red code”.

2. Persons labeled with “yellow code” if there is one of the following situations:

(1) People from medium-risk outbreak areas;

(2) Chinese and foreigners who come (return) to Wuxi from non-key regions in epidemic prevention and control overseas and regions and those who have traveled to or stayed in non-risk countries or regions within 14 days;

(3) The cured and discharged confirmed or asymptomatic infected people but still within their 14-day observation period at designated facilities;

(4) People with fever, dry cough, shortness of breath, fatigue, and respiratory symptoms;

(5) Others who need to be labeled as "yellow code".

3. Persons labeled with “green code” if there is one of the following situations:

(1) Local residents not identified as high or medium-risk ones;

(2) People from low-risk areas not identified as high or medium-risk people;

(3) People who have been released from isolation for medical observation.

4. The key countries and regions for epidemic prevention and control, as well as specific regions with high, medium and low risk of the epidemic are dynamically adjusted according to the situation of the epidemic.

(2) Disposal method

Holders of “red code” should receive isolation treatment at designated hospitals or accept observation at centralized quarantine site for 14 days. All such persons shall perform their self-service health declaration and shall not leave the medical treatment and observation site without permission. They are not allowed to enter crowded public places or take public transportation.

2. Holders of “yellow code” should accept observation at home or place of residence or centralized quarantine site for 14 days. Or they should take nucleic acid test. All such persons shall perform their self-service health declaration and shall not leave the medical observation site without permission. They are not allowed to enter crowded public places or take public transportation. Anyone who has fever, cough and other symptoms shall wear masks and immediately call in a special ambulance to transfer the person to a fever clinic.

3. Holders of “green code” are allowed to move freely in the administrative area of the city according to relevant regulations, enter crowded public places, and take public transportation.

4. Operators and managers of communities (villages), airport stations, crowded places, public transportation, government agencies, enterprises and institutions are responsible for strict control. If people with "red code" and "yellow code" are found, they are prohibited from entering and promptly notify the territorial epidemic prevention and control emergency headquarters, and deal with them in accordance with the prescribed procedures; if symptoms such as fever and cough are found, they should report immediately and require them to wear masks and Notify 120 that the car will be transferred to the fever clinic for treatment.

5. The auditor is responsible for auditing and adjusting according to the judging criteria for red code, yellow code and green code specified in this notice and in light of the actual situation.

Promotion of the Use of "Jiangsu Health QR Code"

(1) “Jiangsu Health QR Code” is recognized and applicable throughout the whole Jiangsu Province, and has the same effect as "Wuxi Health QR Code". As for judgment standards and changing rules, the upgraded version of “Wuxi Health QR Code” is consistent with the “Jiangsu Health QR Code" . All government agencies, enterprises and institutions, communities (villages), communities, public transportation, medical institutions, schools, hotels, restaurants, scenic spots, shopping malls, supermarkets and other public places in the city shall not refuse people to show their “Jiangsu Health QR Code”.

(2) People in Wuxi can apply for either “Jiangsu Health QR Code” or “Wuxi Health QR Code” according to your travel needs. Those who apply for the “Wuxi Health QR Code” shall follow the relevant requirements of the "Notice on the Activation of the “Wuxi Health QR Code” (Notice No. 12).Those who apply for the “Jiangsu Health QR Code” can perform application on the Jiangsu Government Affairs Service APP or search “Jiangsu Government Affairs Services (Official)” on Alipay for application.

Those who come to Wuxi should truthfully fulfill their responsibilities for reporting information, such as health declaration and report of their place of residence or travel, and strictly abide by the relevant regulations on epidemic prevention and control. Communities (villages) and other responsible entities should strictly perform epidemic prevention and control responsibilities such as code scanning verification. Individuals who conceal false reports and violate the regulations on epidemic prevention and control, and units with inadequate prevention and control and their responsible persons, will be held accountable according to laws and regulations if they cause consequences like the spread of the epidemic. All personal information of “Jiangsu Health QR Code” will be protected by law and kept strictly confidential.
