Opinions on Supporting Enterprises Resuming Work and Reaching Production and Guaranteeing Employment

In order to effectively respond to the pneumonia epidemic caused by the new coronavirus infection and support enterprises to resume work and achieve production and employment guarantees, the following policy opinions are specially formulated.

Application Area: This opinion is applicable to the non-public enterprises above the public scale, enterprises that reach A level in performance evaluation of industrial enterprises, major industrial projects above the district level (excluding real estate), and enterprises that are in need of support considered by towns (streets).

1. Transportation subsidies for employees coming to Xishan. Transportation subsidies will be given to employees who come to Xishan by themselves or corporate organizations. From the date of publication of this opinion to March 10, employees who come to Xishan by themselves will be given a transportation subsidy at the rate of 300 yuan per person in the province and 500 yuan per person outside the province; if they come to Xishan on their own after March 10 (inclusive), employees are subsidized by 50% of the above standard. From the date of publication of this opinion to March 10, the government will fully subsidize the expenses related to the unified transportation of employees from centralized sources through chartered cars, inter-enterprise carpooling, passenger group ticket purchases, etc.; March 10 (inclusive) 50% subsidy will be given in the future. 2. Give first-time employment incentives. Enterprises in our district directly recruit new employees outside the city for the first time in Xishan, who have signed a labor contract of more than 1 year and paid social insurance for more than 3 consecutive months, a one-time employment reward of 500 yuan per person, and the maximum for a single enterprise is not more than 100,000 yuan Yuan.

3. Employee recruitment and recruitment incentives. For the main body (including enterprises, human resources service agencies, industry associations, communities, villages and other organizations) who introduce or recruit more than 20 (including 20) new employees from outside the city to work in Xishan, sign labor contracts of more than 1 year and those who have paid social insurance for more than 3 months in a row will be given a one-time reward of 200 yuan per person, with a maximum of 200,000 yuan for a single subject.

4. Encourage regional labor cooperation. Encourage human resources agencies to establish labor (talent) cooperative relations with areas rich in human resources (non-epidemic key areas) and colleges and universities, according to the number of human resources delivered to Xishan District (sign labor contracts for more than 1 year and pay social insurance for 3 months in a row) above), a work subsidy of 10,000 yuan per 100 people is given, and the maximum for a single institution is not more than 100,000 yuan.

5. Free public welfare recruitment. During the epidemic, the district public service agencies cooperated with domestic mainstream recruitment websites to provide free online recruitment services for enterprises in the district.

6. Strengthen employee epidemic prevention and control. If the enterprise rents a hotel or sets up an isolation medical observation place (accepted by the district health department), the enterprise will be given a subsidy of 1,000 yuan per person for the isolation medical observation object.

This opinion will be implemented from the date of publication until April 30, 2020. Other support policies issued by the central, provincial and municipal governments shall be implemented in Xishan District in accordance with the principle of no repetition. This opinion shall be interpreted by relevant departments such as the District Human Resources and Social Affairs Bureau and the Finance Bureau.
